Most of you have probably heard much information about the coronavirus or COVID-19. This notice is being sent to inform you that LeadingAge PA has gathered the most relevant and essential tools to prepare our organizations for the possibility of an outbreak. As LeadingAge PA reports, COVID-19 can pose a significant threat to those who become infected. Should the virus spread within the U.S., as it has in other countries, our senior citizens can be disproportionately impacted. Therefore, we need to take precautions.

What Are Five Things Everyone Can Do?

Like so many of the easily-transmissible diseases and viruses we prepare for every day in our work with older people, everyone can use a few simple reminders:

  • Wash your hands frequently.
  • Cover your mouth when you sneeze.
  • Maintain “social distances” of a few feet near people who show symptoms.
  • Avoid touching your eyes, nose, and mouth.
  • Stay home and get medical attention if you are sick.

Updated COVID Resources

With the Coronavirus so prominent in the news, there are multiple new and updated resources and tools to share for health care facilities. The Department of Health (DOH) issued a health care alert updating the information for health care professionals regarding COVID-19, for more information please visit their web page. Likewise, the Office of Long Term Living (OLTL), working closely with Managed Care Organizations (MCO) and the DOH to ensure preparedness, shared an update.

The Centers for Disease Control & Prevention (CDC) hosted a webinar “What Clinicians Need to Know to Prepare for COVID-19 in the United States,” on March 5, 2020.

Another informational call on preparedness for COVID-19 was held on March 11, 2020 with the DOH and the Hospital and Healthsystem Association of PA (HAP). This call was specifically for long-term care facilities. It provided status updates and discussed resources, recommendations, and plans.

April 8th PARCR Meeting Cancelled

The PARCR Executive Committee voted at their meeting on March 9 to cancel the April 8 Quarterly Meeting due to the concerns of influenza and the COVID-19 coronavirus. It was felt we needed to take precautions as seniors are more susceptible to infections from these diseases.

I refer you to the PARCR Legislative Tidbit sent out on March 9. Please pay attention to the information. I am repeating a portion of it here.

July 8 Quarterly Meeting Cancelled

The PARCR Executive Committee has decided to cancel the July 8 Quarterly Meeting due to the concerns of the COVID-19 coronavirus.
Gov. Wolf has extended stay at home until May 8. This is a target date and could change. It was also said any change will be a slow process and take time. It was also mentioned that gatherings should be limited. We would rather be safe than sorry as it was felt we needed to take precautions as seniors are more susceptible to infections from this disease.

We look forward to seeing all of you at future meetings.

Legislative News on Provider Relief Funds and Advocacy for Senate Bill 1239

LeadingAge PA, in the September 18, 2020 COVID-19 Member Weekly Update, requests advocacy by calling your state senator and urging the senator to support reasonable liability limitations for long-term care providers, outlined in SB 1239. Also, request the senator voice support for senate leadership and Chairwoman Baker.

Provider Relief Funds

LeadingAge PA has released the following information about Provider Relief Funds. Stay tuned for additional information when LeadingAge PA will request the need for PARCR members to assist in advocating for additional funds.

Medicare and Medicaid certified nursing homes began receiving Provider Relief Fund payments Aug. 27 that total roughly $2.5 billion. This is the initial payment from the $5 billion distribution to nursing homes announced in late July. Here is the announcement on the funds from HHS (Health and Human Services) .The formula is that each nursing home with 6 beds or more received $10,000 base amount plus $1,450 for each bed.

There was no indication that providers are required to participate in either of the two training programs it has made available and references in the announcement. However, providers who choose to participate in the Agency for Healthcare Research and Quality (AHRQ) National Nursing Home COVID Action Network, which is based on the Project ECHO pilot, could be eligible for some compensation to cover staff training time.

It remains unclear whether the use of these funds will be limited to infection control efforts. We will follow up when clarification is issued.
